close to the outer wall and it is worthy of note, that the

grill which was attached to the outer wall of Word No. B to

prevent the outer wall of prison from being scaled appears

to have afforded the means by which one or more of the prisoners escaped. The close proximity of the servants' quarters of what we are informed are the Lusitano Club premises is also noticeable.

In connection with the patrolling of the prison during tha night, we wish to recommend that not less than two European Warders should be on duty inside the prison at the same time, and that an adequate supply of firearms should be readily

available in case of necessity.

The present locking system of the various gaol gates, appeers to call for attention. It transpired during tha enquiry, with regard to a master key which was lost by an Indian Torder in April last the loss of which was not reported by the Turder himself, but was only discovered later

that by the Chief Warder when mustering the prison keys Although the whereabouts of the missing key were naver dig- -ccv red, no alteration was made in the locks concerned. In conclusion we are of opinion that a lack of efficient supervision has been proved to have existed up to the time of the prisoners' escape from the Guol, and 49 it would appear that this is due to insufficient European Staff, we strongly recommend that steps be taken to bring the staff up to its full effective strength without delay.

We also wish to express our deepest sympathy with the relatives of the deceased officers.
